The United Kingdom and the United States have reached a important bilateral deal that will keep no levies on UK drug shipments entering the US market.

The Terms of the Pact

Under the terms of the agreement, the UK has pledged to boost funding on medicines through the NHS. This commitment guarantees that import taxes on these crucial products will stay at zero for a timeframe of 36 months.

This deal is in response to previous threats to dramatically increase import taxes on branded drug imports, with figures floated reaching one hundred percent.

"This deal with the UK strengthens the global environment for new treatments and establishes much-needed balance to transatlantic pharmaceutical trade," a release declared.

Commercial Importance

Medicines constitute one of the UK's biggest exports to the US, which is clearly the biggest destination for large companies like GSK and AstraZeneca.

Export figures indicate that in the year prior to the third quarter, the UK shipped pharmaceutical products worth billions to the US. This amount represented a significant portion of total UK exports in that span.

"This agreement safeguards employment, stimulates investment and sets the stage for the UK to emerge as a international leader for life sciences," the Business and Trade Secretary remarked.

Specific UK Commitments

The agreement entails several specific changes from the United Kingdom:

  • Price Threshold Increase: The UK will lift the cost ceiling at which it deems new medicines to be prohibitively costly by twenty-five percent.
  • Increased NHS Spending: There is a goal to increase overall health service expenditure on treatments from 0.3 percent of GDP to 0.6% over the next decade.
  • Rebate Cap: The percentage drug companies must pay back to the NHS to prevent overspending will be limited at fifteen percent. In the past, repayments were more than 20%.

Industry Background

The deal comes amid a protracted tension between the sector and the ministers over medicine costs and approval rates.

These tensions were exacerbated by arguments that American consumers were charged a premium for the identical medicines than patients in the UK and Europe.

Recently, several major manufacturing plans in the UK have been halted or abandoned, while multi-billion-dollar investments have been directed toward projects in the United States.

One official publicly accepted that the NHS had to spend more on treatments, noting that its expenditure on drugs had shrunk as a share of its resources over the last ten years.
